You have to overhaul the brakes. Period. If you don't do anything 100% on your 96, the brakes are one thing you can't skimp on. IIRC, $50.00 for both rear brake cyls, $30.00 for new front brake cyl rebuild kit, $80.00 for braided brake hoses, (all four) and about $30.00 for the master cyl kit.
It's not that hard. If you have ANY one of the manuals, (a re-print of the factory is best, but a Chilton or other may work) you can do this. Surf the web for vintage saab parts, and take if from there, Conatct me off line for further,
