The most common source of parking brake failure on SAAB 95/96 is due to the parking brake link being worn round at the ends, and thus not applying enough pressure to the brake shoes.
Either you could weld some more material on there, or you can get ner stainless steel links; available from the Swedish Saab Club. (http://www.saabklubben.com)
