Before I went nuts taking the cooling system apart, I might try plumbing in a *mechanical* gauge instead. Even if you just zip-tied the gauge under the hood somewhere (rather than routing it into the passenger compartment) it would be good enough for driving a while, popping the hood, and seeing what the real temp is.

Reason I say this is that the electric gauge is just a simple ohmmeter -- the sensor's resistance varies with temperature (cold = high resistance, hot = low resistance) and the gauge measures this resistance vs. a supplied current. Anything that adds extra resistance (bad ground, funky wire, etc.) or reduces the supplied current (too many electrical accessories, wonky fuse, etc.) will give you an artifically low reading.

Once you know whether the problem is actual low temperature or just gauge weirdness, you'll know where to troubleshoot. There's some good info on Chris Moberg's site about calibrating the stock gauge that gives the resistance values it should have.
