I found the answer. I was using an ohm meter (1 on the ground and one on the connector lead from the sending unit) but I needed to do a very simple thing to get a good reading; REMOVE THE WIRE CONNECTED TO THE LEAD ON THE SENDING UNIT. Now I can take a reading when empty and again when full to get the ohm range to then select the corresponding fuel level gauge.
