These symptoms are identical to what happened to me earlier this year with a new Weber 32/32. The idle could not be lowered. below about 2500. I pulled the air cleaner and saw that the nut holding the high idle cam had backed off a bit, allowing the cam follower to fall off the cam on the inboard side, jamming in next to it. After restoring position and tightening the nut, I put a dab of lock tight on the nut and other threaded fasteners on the car. Idle works great now.
