If you are concerned about SAAB 2-strokes, I believe that at this time all vehicles of any vintage that were legal at the time of sale, such as SAAB 2-strokes, remain legal indefinitely regardless of their extreme emissions levels compared to modern vehicles.

Frankly your post is unclear to me. If you are talking about 2-stroke watercraft, snomobiles, etc, as far as I know they remain legal in their original as-sold configuration, although they are extreme polluters.

These polluters were allowed to be sold because they were not on-road vehicles, and EPA regulations (for reasons unknown to me) covered only vehicles licensed to drive on public roads.

Regulations are catching up with reality and requiring decent emissions performance from all engines whether on- or off-road.

What's wrong with that?
