Well, 2-stroke sales have been extinct in automobiles for a long time, certainly in the US and worldwide as far as I know. You may still drive your 2-stroke SAAB or watercraft or lawnmower or whatever, legally, as long as it is configured as sold (US regs, I cannot speak for other jurisdictions).
To the best of my understanding, regulations that affect 2-stroke sales are emissions performance regs that in no way restrict 2-strokes. The regs say that certain emissions specifications must be met. If you can make a 2-stroke that meets the specs, go for it. Unfortunately, 2-strokes of the smaller sizes like mowers, weedeaters, watercraft, & cars are by nature notoriously polluting compared to 4-strokes.
They have certain advantages, generally, such as higher power-to-weight ratio and simple construction. They have certain disadvantages, generally, such as higher pollution and higher fuel consumption.
As environmental concern for pollution mounts, 2-strokes that have not been traditionally regulated have come under increasing concern. How this has evolved is a whole nother lecture that I will not undertake here.
