V4 valve seats

Hi guys-gals
Started tearing down my spare 1700 engine. Was wondering about the lack of compression on the left cylinders. Found both of the exhaust valves sunk about 1/8in. below the head surface. Also has a crack in one of the inlet valves. The inlet, and all of the valves on the right head are more or less flush as you would expect to see them.
My question, should you choose to reply, is can hardened seats be added to save the heads or are they junk? I realise only my machinist can tell for sure. Just looking for some shade-tree wisdom.
