Justin I would suggest you have the coolant system pressure tested. It sounds like you have a small leak that maybe spraying onto the fan as the engine temperature and waterpump drive pressure increase under load. How many miles do you have on the rebuild? Did you replace the water pump? Was the electric fan just added? Are all hose clamps tight? Do you have a catch bottle for any coolant the rad cap may be passing due to the increased temperature? Did you purge the system fully of air when you first replaced the coolant? What do the spark plugs look like (could the timing and or fuel mixture be be off)? What other information can you add? Usually you would note a white coloured exhaust if a head gasket was blown (coolant entering the cylinder(s)). Also look for a creamy sludge accumulating on the oil filler cap (coolant entering an oil passage) and your oil level increased.
