Your observation is exactly characteristic of a failed brake booster (servo) and of nothing else. Vacuum is leaking from the front (vacuum) side of the unit's diaphragm to the back (atmospheric pressure) side and then to atmosphere through the valve that is opened when you press the pedal. The booster needs to be rebuilt or replaced. I have never heard of anybody rebuilding these nor a source of parts, but if you look hard enough you will probably fine someone--if so it would be great if you post the resource here.

OTOH, these units are very reliable and seldom fail, so a used one will probably be fine for a long time.

The filter is not related to your problem. It is probably just a little fiber pad similar to scotchbrite, to keep junk out of the atmospheric (back) section of the unit. There is also a one-way or check valve at the vacuum inlet on the front side of the booster, this needs to be checked. It is pretty much a generic part common to all booster systems, and any one that is a physical fit will be fine, regardless of what applications it is listed for. Some mount in-line in the vacuum hose, but most plug onto the end of the hose and turn a right-angle to lug into a grommet on the front of the booster. Either style is fine if you need to replace it.
