With a higher HP motor, it's about fuel flow- how much fuel can the pump deliver vs how much the motor can use.
The motor in my Sonett that Jack built is bored out, balanced, with a more aggressive cam, fully ported heads, big valves, stiffer dual valve springs, his exhaust, as well as the larger two barrel carb with the intake ported to match. Redline is 7500 rpm and it still pulls... I don't have an exact HP figure. Jack's advice was that the stock mechanical pump will not deliver enough volume to cope with the needs of the motor, given its higher flow rate. The last thing you need is fuel starvation at high rpm.
So... I have an electric pump in that car.
Personally, I have nothing against electrical pumps. I just see nothing wrong with the mechanical pump for most VSaabs, unless you can't get one or the cost is too much. Then, through in the $25 electric. Just consider the safety aspect.
Respected VSaaber's like Kansas prefer the electric and has very good reasons.
Finally, performance wise, or fuel usage wise, there will be little perceivable difference. Unless you have a built motor.
