Yes you do need a special tool to remove the pump. Basically the tool is a large ring with three notches in it to match the lugs on the retaining ring. The tool also has a handle that allows you to twist the retaining ring out.
You may be able to bash the ring around using a hammer and screwdriver but ideally you should borrow a tool from someone or alternatively manufacture your own tool. I manufactured one for my 99T out of bits of wood. It workded kind of ok (It was fragile) but it did get my fuel pump out. I would recommend that if you make one, use metal instead of wood.
