The waste gate on 99T and early 900T frequently sieze, this is a design fault.
If you are vagualey mechanically minded it is easily fixed. If you are not familiar with turbos and wastegates you are best of finding a saab repair manual first before you attempt to service it.
To fix it you can try a couple of things.
1. Remove the heatshield dooby on the waste gate and try moving the waste gate spindle up and down only. You will have to remove the exahoust pressure line to do this. Do not twist or turn the waste gate spindle as this will rip/tear the expensive silicon diaphram. If it already moves relatively freely then you probably have a hole in your diaphram...find a manual or get a mechanic to replace this part.
2. If it was siezed and you are able to free it, reassemble. Pouring a little engine oil down the waste gate cooling line into the waste gate will reduce the risk of it happening again. But in my experience expect a siezed waste gate every couple of months, particularly if the car is not driven regularly or to full boost.
Once you have mastered the art of servicing 99T wastegates you can start playing around with boost pressures, as the wastegate is where this is adjusted :o)
