Test with 9V battery might work, but it is suspected that applying 12VDC will fry it.

IAC should be 7.7ohms, +/- 1.0 for the turbo and 9 to 15 ohms for the NA engine (which has two coils. (Haynes)

I would remove the valve and check the resistances. And touch with the 9V battery to see if the valve moves.

When you cleaned, were you able to force the valve open an know that there was no binding?

With the turbo T5 system you can run the engine with the TB exposed and remove the IAC inlet hose and watch the valve work.

When the IAC is good and things like this happen, the FPR can be bad which makes starting very difficult. And a few had to resort to adjusting the throttle stop so that there was more baseline flow. But you would want put something on the stop to test that change before changing and loosing the existing setting. Did you check the large VAC line to the purge valve? The purge valve should be closed at idle, so you should be able to pinch that off and not have any changes. A leak will lean out your mixture (but not on a T5).

And you did not state that you cleaned out the TB. TB deposits will change the baseline TB flow and perhaps to the point where the IAC it maxed out.
