Just wondering if rain or other moisture could be what is causing a short. It seems like there must be some short somewhere. Would removing a light bulb (thus opening the circuit) from each light in question help in tracking it down? (E.X. if you remove a plate holder bulb, and then it does not keep blowing your fuse, then you know it is somewhere in the wiring to the plate holder). This may help, but the most difficult part may be that it sounds like it is a somewhat intermittent problem.
