Grounds can be checked with a meter.

Static problems are a differential between the component and something else... you or the chassis. If you touch something grounded on the vehicle, then you and the vehicle and the ECU are at the same potential. When you reinstall, holding the ECU in one hand, touch a vehicle ground with the other. You do not want rubber gloves and all of that, better to have your body as a high resistance conductor to bleed off static.

Pinch that hose off with some vice grips.

Brake booster hose and its 'nut' ok?

Now... after you confirm that such things are not wrong, check out the TB. See if you can mark somehow where the current throttle setting is and then adjust the throttle stop so that the throttle is more closed. There have been one or two cases where someone changed the TB stop and things were ok then. In that case, the IAC is now able to control the idle. With a T5/turbo one can run the vehicle perfectly with the TB open to the air so adjustments and tinkering are easy. With the MAF... no can do. With the T5, one can experiment by sliding an object over the exposed TB to down throttle the flow and feel how things react. This would also not allow the IAC to function fully as it would also be getting choked, but it would start to take some action. With the TB, the IAC inlet hose can be removed and one can see the IAC gate valve position and movement. If the IAC inlet port to the TB was blocked, one could block off the TB as discussed above and watch the IAC in action. But the plenum on the motronic will make access to all of that quite difficult or impossible.

Check that the two plenum o-rings are seated properly. These have been an issue in the past. Lube them with vaseline or petroleum jelly.

TB tight to manifold. Manifold to head bolts tight? Any missing or busted off? This is where the propane wash would be definative.

A leak beteen the MAF and TB would tend to make things lean. But that would not increase air flow through the TB! So I would investigate the TB itself and any hoses 'below the throttle plate'. Any hose barbs on the TB that are not used with 'vacuum caps' that are missing?
