You can use a nail cutter to do the job from lowes or Home depot. It looks like a large pincher tool about 1 inch to 1 1/2 in jaw width. The clamps have multiple places to hook to each other. You put the boot on and put the clamp around it and put in on the tightest part to clip the clamp together. Then the clamp has a raised section that will look like a triangle on it head when it is clamped. The tool just squezes this section togeter and pulls the boot tighter than you can get it by hand. Hope this helps. hard to describe with words.
