You will indeed notice suspension upgrades even if you stay with 15 inch wheels. As Asia said, the rear anti-roll bar upgrade is great. Your car will corner with a much more neutral balance. The steering rack brace does a great job at getting the steering to be much more accurate and also take some of the nervousness out of the front while on the brakes. Shocks and springs are good additions as well. You can do just the shocks if you prefer the stock ride height, but handling will still improve.
I ran my 1999 9-3 on the Nurburgring on 15 inch S03 PP's. It did very well and there are many people that can attest to my car's handling on the track.
Also, one of the best things you can do for handling is to invest in the best tires you can afford. There can be a large difference between a good sport, summer tire and a great one.
