I have a 1999 base 9-3 which came with 16" wheels and 205/50 michilin HX pilot tires. I have driven a number of 9-3's with the standard 15" 195/60 tires, and this is the size I use for my winter tires. I can say that there is a marked improvement in handling with the 16" setup. New struts/springs and perhaps a heavier roll bar would help to tame the excessive body roll that is still present. Unfortunately, since my car is leased, I can't justify this kind of expenditure. Go for the 16" wheels but make sure you go with a high quality 50 series performance tire we well.
