which the U.S. is, supply/demand and competion are among many factors which may dictate price. The consumer can request ANY price for an item and it's up to the Seller to accept or refuse that offer. As we know, many items for sale have predetermined prices for a given time period, but may be changed given market conditions. Your example of tipping your waitress does not relate to the purchase price of the food, but rather a gratuity which is purely voluntary unless stated on the bill. As this relates to Buying a car, the seller must determine what his operating costs are in relation to profit needed when selling a vehicle, parts, or labor. Over stock, slow sales or low operating costs can all factor into a lower selling price. Some dealers use sheer volume of sales at a small profit margin as their sales plan. Many times a dealer will sell an item below normal costs due to over stock or clearance of an older model which may initially seem like a loss, but actually saves the dealer on stock/inventory fees, frees up capital for new items and may be recovered via maintanace, service and repeat business by the purchaser.
Thus, asking for the lowest price possible is not penalizing a dealer since it's the dealer's responsibilty to sell items as approprite to their business needs. Plus, we've seen Saab sales rising over the past few years. Those dealer's who have a negative sales profile in relation to there profit/operating needs should reconsider their business model/plan - that's a hard fact in all business. So asking for the lowest price is not only a right of the consumer, but part of our free enterprise system. The dealer has the reight to accept or refuse the offer as he sees fit.
Being "cheap" is relative to what you can afford. Being a prudent, analytical, bargain hunting consumer is just good economics.
