I use to have a Talon. I just have to say it was a peice of crap. Hopefully your cars will last longer then mine. As far as getting 25-40hp more horsepower out of a Saab that is easy. It is just like the DSM first the airbox, exhaust and ecu or boost controller. It should not be to hard to get these type of number Abbott has a 30 or 65hp ecu, Saab sport exhaust 5hp and a modified or open airbox another 3-5hp. This should have her car around 230-260hp. I think your mom will have more then enough power but will mom be able to handle this new power without any suspension mods? Remember the weakest part of a Saab is the suspension and with 230-260hp torque steer will be present. As far as your knowledgeable Saab enthusiest it does not sound like they are to knowlegeable at all in regarding upgrading the T-7 software.
