Saab wheels are "hub-centirc" meaning that the cenetr hub of the wheel fits snuggly on a mating lip on the rotor to align the wheels. Road dirt and debris, and especially road salt, can cause the wheel hub to adhere to the rotor.
The best fix is to coat the area of the wheel hub that seats on the rotor with anti-seize paste/grease. Anti-seize is very resistant to water and corrosion and will prevent the wheel from sticking to the rotor. Anti-sieze is readily available at any auto parts store.
