I have bought three Saabs through the military IDS program. Two were overseas while stationed in Spain, and the third in California during a special deal back in December.
Usually you must be overseas on orders- I didn't know you could fly over as a tourist and pick up a car at the military price. That might be a change. IDS has at least two price levels. The first is for the regular joe tourist who walks into a dealership and wants to get the car in Europe, drive it around a while, and have it shipped back to the states. The second is for diplomats and military stationed overseas. They are different, and the diplomat/military is the lowest. Military purchases do come with free shipping back to the states, and since you are a military member returning to the states, there is no customs fee. The only thing you have to pay is state use/sales tax wherever you register the car. Yes, you have to order it and wait about six weeks for it to be built, because dealers in Europe don't stock cars, they only have a couple to look at.
Back in December Saab USA offered military prices to domestic customers. You could walk into a dealership, show an ID card, and get a fixed price. They were thousands less than invoice, and I guess subsidized by Saab. I got a great deal on a 9-5 wagon, and drove it off the lot the next day.
The military price for a 2001 9-3 Viggen was $32,633, but don't expect a dealer to give you that. It's well below invoice, and I'm sure the difference comes from Atlanta or Sweden, not from the dealer's pocket.
I think the military special ended back in December, but I haven't heard any confirmation. They advertised hard, and I haven't seen it since then.
