When I got my 2000 9-3SE auto., I too complained about poor city mileage. I was getting around 16mpg. I took it to the dealer a couple of times, and they found nothing wrong. Now 20 months later, I still average around 17-18mpg in purely city driving. However, on the highway I get 28-30mpg.
My guess is the term "city driving" is somewhat subjective. I live in Wash. DC, and I get very poor mileage if I'm just driving around town (i.e lots of starts and stops, no highway). If I combine with some highway driving, then obviously my mileage gets closer to 20 mpg.
My guess is that there is nothing wrong with T's 9-3.
