Drain plug: I don't remember off hand what the spec is (probably something like 20 ft-lbs) but that doesn't matter. Same thing for the oil filter.
This is what work for me. On the oil filter, spread some oil on the gasket to help create a good seal. Then put some oil into the filter before you put it on. This gets oil to the engine faster, just don't put so much in that the new stuff spills out when you put it on. Then just spin the filter on until it stops. Then turn the filter another 1/2 turn or until "snug." On the drain plug, you have two options: 1. replace the crush washer on the plug, 2. clean off the old one and flip the direction (this is what I do). Now tighten the plug until it stops, then bump the wrench/socket driver until "snug," between 15 and 30 degrees.
I have yet to have a leak from either. And I can always remove the plug and filter when the time comes. Actually, most of the time I don't need a wrench to remove the oil filter.
