I just bought a used 1999 9-3 SE 5-speed convertible with 35k miles. From what I learned, I would recommend that you make sure it's been through the full 30k miles maintenance - specifically the break replacement. I don't think mine had been since the spark plugs are so bad at 35k which is one of the 30k miles replacement items.
Also, I thought mine had the 200HP engine (since its 5speed). Unfortunately, it has the 185HP. I guess it was manufactured before a certain date which you may want to check out.
I'm currently checking out extended warranties for mine (4 year warranty ends at 5/29/2002 for me) as I need the peace of mind.
Another thing that bothers me is the frame shaking that happens on my convertible. I guess this is semi-normal unless you get the Honda s2000 (box-X frame) or Mercedes convertible. It really seems they could do something better for the money the car costs.
However, no major problems in the few weeks I've had it.
