I would buy again. The car is sporty yet functional. If you already have a hauling vehicle (truck, Stupid Ugly Vehicle, or wagon/avant), then you can have more options. However, the 9-3 is fun, versatile, and should do well in the snow.
I'm not sure about Edmunds. They say that the 9-3 has "spotty" build quality, yet the 9-3 is above average in initial quality as per JD Powers. Also, they never said anything about Jeep Cherokee quality, but supposedly the quality of Cherokees has long been terrible. Finally, all car manufacturers have spotty build quality. My roommate had a Honda Accord that has had two expensive problems (AC and something else). These cars have supposedly one of the best reliability ratings, yet it cost him (actually his parents, because he gave them the car) quite a bit of money.
Finally, these types of questions can be hard to answer. For instance, my friend used to ask me if I'd buy another Jeep again (I have a Comanche). My answer was always, "No." But this is because I wanted something sporty and fun to drive. The Jeep is great off road and in the snow, but it's not fun to drive. It's like an A6 -- it does what it needs to do, but it's not fun while you're doing it.
