The finance rate is merely a program the dealer is given to use by the manufacturer. Because these rates are usually subvented (bought down by the factory) to make tham more attractive, the dealer is unable to upsell the rate or profit from it in any way.
Dealers are given program duration notices (i.e., 0% will be in effect from Sept. 1st to Oct. 31 inclusive, for example). They never know what's coming, and, aside from possibly being able to backdate a contract by a few days at most, they have no control over the situation whatsoever.
