There have been many posts on the cabin air filter. If you can't locate on this BB with a search, you will find them on the NG900 BB.
To replace the plugs, use the torx bit 'screw driver' from above the spare tire. Remove the 4 T30 screws from the DI unit, then pull up and lay back to the side. You do not have to remove the wiring connector. The plugs are seen below. Torque by feel or to 20 ft-lb to replace. Gap to .039. The NGK BCPR6ES11's work best in most situations. Do not over tighten the torx screws. They do tend to get loose and lost. Get some loctite blue and put some on each screw. You will probably only have to do this once.
For your 99SET you can use the K&N 33-2663 drop in replacement filter.
There are a few DIY performance mods which will make your Saab faster if you are interested.
If starting is a problem, check the plugs and clean the injectors. Techron Concentrate is suggested.
Search the NG900, 9-3 and performance BB's for previous postings. The NG900 BB has more trouble shooting and repair posts due to the aging of the NG900 fleet.
