I drive a stock 2000 9-3 SE, and I can assure you I dont have BMW or Viggen envy.
I was at the race track with my dad, who drives a 1960's MGB-powered TVR 1800 vintage racer. This is a stripped-down, race prepped, 160 HP, 1200 lb rocket that has no body roll. He was only going 80% or so, but I almost kept up with him in the corners and caught him on the straights.
Then he drove my car. Afterwards I asked him what he thought of it. My dad's a pretty subdued guy, and in his best non-chalant voice he said, "Well...it does have a lot of power..."
So yeah, there's body roll, the tires are a little skinny, and the sound system benefits from new speakers ASAP. These are pretty easy to fix if you can't afford the Viggen. And when your warranty expires, there are plenty of ECU mods out there to get you another 40 HP. I personally think SAAB did a great job of balancing performance with everyday practicality in the SE.
My one gripe about the SE is the lack of lateral support in the seats, but for non-track driving they are fine.
