I have '99 9-3SE and the noise is terrible at temperatures between -20 - -30 Celsius, fortunately that's usually only a couple of weeks per winter in this part of Europe and the noise stops quite quicly. I've heard that the problem has existed from '94 900 to the latest 9-3s. The noise comes from rubber parts of the "tiltstabilizer" (don't know the right word, sorry...) and could be helped be some kind of grease but I haven't tried it. Anyway, it's very strange that a problem like this has percisted for so long time in a car with otherwise so good quality...
