In the past I have always negotiated directly with the leasing company. The dealer hasn't been involved in that part of the deal. Typically the leasing company has three price points - high, target and low. The first offer you get will most likely be high. Target will be what they aim to negotiate down to and if market conditions are bad or if it is saturated (i.e. supply exceeds demand) you could get a really good deal and hit the low price point. Low is typically what Edmund's lists as True Market Value... but of course the leasing company is going to try to make a little bit of a profit on the car and hit you with target.

If you choose not to buy the car, the dealer that your lease originated from has first call on whether or not they want to buy it from the leasing company and sell it as used. That's the only role I've ever seen them play in an end of lease situation.
