1: Spotty, I've had 2 93's never had a problem but my mileage was 48K on one 9-3 and about 12K on my current '01.
2: Materials seem to be nicer in the 9-3. I like the analog clock of the NG900 better. The heater control knobs on the '99 (non ACC) are a known and common problem. Find out if it has been fixed on the one you are looking at. The information display sometimes loses pixels is also another common problem.
3: Both my 9-3s have been 5 speed manuals. I have driven the autos in loaner cars. I think the auto is not that great in terms of how it drives, it zaps too much power from the engine and even in sport mode doesn't hold a candle to autos from other mfrs - it is dated. I don't remember who makes it - maybe ZF or Saab themselves??
4: Probably not much in next 20-30K miles if it was taken care of. Keep an eye out for leaks from the power steering, leaky shocks on the rear, the heater knobs mentioned earlier.
You can see TSB's here that shows really what the most common and documented problems are:

If you can get a warranty on it I'd go for it, just in case something big does happen.
