Front end "shimmy" (sorry, longish)

Have a quick question for you all. I have a 1999 9-3SE with about 58k on it. I purchased the car in early May and had the bent alloy rims replaced with aftermarket rims. Also needed two new Michelin pilots. All of the tires were balanced and the front end aligned. Originally, the new tires were put on the front. I noticed a wicked shimmy, noticeable through the steering wheel, at about 55 mph. The car needed to go to the dealer to have the SID replaced so I had them look at the front end. Diagnosis was that the front end was out of alignment and the dealer put the new tires on the back, brought the older tires up front. The "shimmy" is gone but now I have continuously noticed that the front end just handles poorly, the wheel jumps around in my hands at no real reason or cause, typically becoming worse under heavy braking but can also happen while driving straight ahead. Any ideas where to start to diagnose this one? Any input would be appreciated.
