You've stated that you haven't performed any intake mods. How about the exhaust system? Cranking up the boost isn't going to help you if you can't get air into or out of the motor. A free flow exhaust system will help in two ways. Less backpressure will make it easier for your turbo to spin, or "spool up". Also, as you stuff more air into your motor by incresing boost levels, you need a free flow exhaust to allow the combustion products to exit the engine. Your lack of top end power sounds like your motor is suffocating.
