You can try something like the Philips Premium H4 bulbs. Stay with the stock bulb rating of 55/60 watts to prevent melting the wiring harness.
The best recourse is to upgrade to E-code headlights (the headlights used in European countries) as opposed to the DOT headlights (US Dept. of Transportation standards allow for very poor headlight beam patterns). Daniel Stern lighting sells E-code repalcements for the 9^3 in the Saab net classified section under "parts". The E-code headlights are very good, but also coat about $400 a pair.
