Get one of those universal wrenches that grips the flats - that'll probably get the thing off, as would Vice Grips as has been suggested.
I would also suggest you buy a quality 13mm socket (Craftsman, Snap On, Mac, etc) - a good quality socket in that size range shouldn't crack under hand torque.
