There can be may points for a leak. Saab switched away from gear type hose clamps, but the 99's might still have these. Have a look. If you have gear clamps, you have to tighen them up. There are many, perhaps around 2 dozen.
You will not see loose or necessary see stains. Just start tighening. The smaller size hoses are more leak prone with the Saab OEM gear clamps.
My first leaker was the hose comming off of the bottom of the coolant tank, which has two hoses. And I had retightened before!
It is not easy to get them all, working in the cold does not help. Most of the larger gear clamps are 7mm, use a 7mm socked and a 1/4 drive or a flat blade screwdriver. A stubby might be good to have too.
I am glad that my 9-5 has spring clamps!!!
Every new car I go through tighening. I imported a Opel GT to Canada from Germany in 1969. I had a heater hose blow off at night on the highway... never again!
