The airbag piece behind the steering wheel that spins on the shaft must remain straight with the wheel, i.e. if you take off the wheel with your wheels dead center, the position you find this piece in will be the position it must be in when you reinstall the wheel. This is very important, as the signal for the airbag comes through here and it can be broken if it is oriented incorrectly. It is a spring assembly that can only go the same amount of turns each direction that the steering can. If it is installed incorrectly, turning the wheel full lock in one direction may damage the spring and therefore, cause the airbag to not get its signal. Otherwise, everything larryk said was correct.
