Under acceleration, the turbo spools up and creates pressure (boost), which pressurizes each cylinder in the engine, more than a naturally aspirated engine. More air in the engine + more fuel = more HP. OK, so your accelerating, now it's time to shift. You take your foot off the gas pedal, the result is the butterfly valve on the throttle body (TB) closes. But, don't forget about all that pressurized air that's in the pipes from the turbo, the intercooler, the intercooler itself. It all has a mass and a momentum. When all this air is suddenly slammed into the closed valve on the TB, it sort of rebounds back through the system and back into the turbo, slowing down the rpms of the turbine. On modified, high boost applications, this can be serious. Saab has put a recurculating valve in to help this. It's the ~1" diam. pipe going across the front of the engine bay, one end leading into before the turbo. A BLow off Valve (BOV) just lets all that pressurized air out into the world, usually accompanied by a noise. The advantage of this is that the turbo remains at a higher rpm the next time you step on the gas, leading to a quicker spool up and boost.
