In reference to your first question:

The windows can be programed by the dealer to go DOWN only in the USA. In Europe, you can program them to go up OR down. I guess too many lawyers and stupid people in the US, they were afraid of kids getting hands or heads cut off in the US, guess they don't worry about the kids in Europe.
I think you could have your car programed to think IT is a European model, and have them go up AND down with the remote, but I think it also changes some of the other settings to metric system.
