Ok, first, the blue puff of smoke is nothing to be worried about.
You may be confusing this with the car going rich as the ECU dumps extra fuel into the engine. If you are smoking out the cars behind you thats another thing.
As far as the dealer is concerned, it sounds like he is saying that they are going to give you a new turbo but if anything after that happens its up to you to cover it. Guess what, I bet they clean the outside of the turbo and say they replaced it. Be wary!
Regarding the sudden boost of acceleration and then the "Anchor" feeling.
I have experienced this in my other turbo cars, its called fuel cut.
When the ECU sees an airflow level that exceeds its predetermined "tables" of normal operating airflows it cuts the fuel to the engine (some cars cut spark) and it is likened to hitting a brick wall. SLAM! It feels like something broke! Its not that the car was damaged but just the opposite, it was protecting itself from damage. Some cars will pull timing and/or limit the max boost until you have driven a certain amount of miles and the ECU determines that it is safe to increase the boost/timing.

P.S. If you turbo was going you would not be able to create any boost and/or you may start hearing a whinning noise. Pull the tube off your Compressor outlet. Some oil is acceptable, oil pours out and your oil seals may be shot.
