I think that your logic is good.
The cost of a new set of bolts is not that much, if you go to the effort of pulling off the valve cover, and have reservatoons about the bolts that are installed already, just change them.
If you manage to get a set of the old version bolt do 59 ft-lbs + 90 degrees. If you are using the new style do 40 ft-lbs + 90 degrees.
The start up torque it takes to loosen the bolts is not the same as the constant torque applied when tightening them, so I don't think a measurement of that is going to tell you much except you may notice that one or more was very different from the others, which would tell it was loose, but not why (from stretching or improper torqueing.
There are lots of people who have done the retorque using the new style bolts to the lower torque value with good results.
