Yes, it can do that. An open line there WILL cause a CEL on my car (a 1996 SET), even a cracked line can do that. There are several diagnostic codes associated with the evap system. I do not know them all.
On my car, the system is tested by the ecu for leaks from time-to-time. It can take days, and a tank of gas for the same code to show up again after I clear it. I do NOT know how it works on European models.
The open line would also be a vacuum leak from the throttle body and the intake. There could be a CEL for something to do with the air/fuel mix being off because of the leak.
I do not know the flash codes for your model, or even what system is used on your model in Europe, because my car uses the OBD2 system and there are four digit numeric codes which are read out using a hand-held reader.
The evap system collects the fumes from the gas tank so they do not go out into the environment. There is a charcoal filter that stores them for a while. That hose is used to "purge" hydro-carbon fumes collected in the charcoal filter canister, meaning, they are sucked into the engine and burned. Once the engine warms up, the ecu cycles that valve so the amount of fumes burned is just enough so it does not change the programmed A/F mix.
