Do you know what kinda of plugs were used? and what they were gapped to? Since the plugs are used to detect knock, its very important that they are giving the true reading. If perceived knock is detected, whether true or not, boost pressure will be limited.
I would just throw in some NGK's BCPR6ES-11 or BCPR7ES-11 Gapped to .035-.037 and see if you get results.
