I also have a 2000 9-3 that has been well maintained. I had a similar situation when my 9-3 was at about 20,000 miles and still under warranty. The Saab mechanic checked it out and said it was due to a small leak in the turbo gasket. It wasn't enough to lose any noticeable amount of oil, but the way he described it was when you turn off the engine, a few drops of oil may ooze through the leak and then the next time you start the car, that little bit of oil gets burned off and you see the puff of smoke out the exhaust. The gasket cannot be replaced separately, so it required replacement of the whole turbo...under warranty, of course.
Now, if that is the same problem you are having, I don't know if it will get worse or not over time. How you would prove this is the cause, and not some other cause, I am also not sure. In my case it had been happening for about a month before I had them check during my 20,000 mile service. Maybe you could have a local indy Saab mechanic check it for you and give you a recommendation of whether it needs to be fixed right away or not.
