Retorqued head bolts: question and photo

Today I replaced the head bolts on my '01, following the SAAB TSB retorque procedure (40 NM, then 60 NM, then 90 degrees). I replaced the bolts with the bronze-coloured replacements from Eeuroparts. Overall a pleasant shade tree mechanic experience under the maples on a beautiful afternoon.
Question: I only got about 20-30 degrees of motion between 40NM and 60NM. Is this normal? Seemed too little. Some bolts hardly seemed to move at all. I had the torque wrench calibrated a month ago.
I did not measure extraction torque, but by feel bolts 6, 7, 9 and 10 were considerably looser than the others. Surprisingly easy to extract with a 3/8 driver. Bolts 7&8 were oily as expected. The threads of 10 were grubby, as though with dirt or small rust flakes.
Car has 80K km. No oil or coolant leak issue -- this was purely preventative medicine.
I definitely don't want to leave the headbolts loose (!), so would appreciate any feedback on the 40-60 NM issue..
