It is an inner and outer seal for the distributor.
The outer o-ring type seal is really easy to replace but the inner seal is a handful and you could damage the distributor if not done correctly.
It sounds like it is the inner seal that is leaking in your case since the oil appears from inside the cap.
It is not that many shops that knows how to replace the inner seal and Saab doesn't sell the seal by itself but recommend to replace the whole distributor instead.
I have found that an older GM transmission shifter shaft seal fit perfect and have resealed many distributors using that one.
The cost to reseal comes up to about $80.00
