The early 9-3s had a protrusion at the back of the rear fender well liner on the outside edge, right where the bumper meets the body, that's missing from the later cars. Check out a later model to see the shape of the new fender liner and I think you can trim your old one with an exacto knife or razor blade to mimic the new shape and gain the clearance. The protrusion rubs on the tread so it's hard to detect and only rubs when the suspension is compressed fairly far. I don't think you have to change fender liners, I think it can just be trimmed.
Often 17" rims have a slightly greater offset to the outside. We had some Saab factory aftermarket rims that had this exact problem.
