At 36k it will barely feel broken in though, mine's certainly still putting smiles on my face every time I drive after almost 8 months. The problems are the same as those shared by all NG900-9-3S, the Direct Ignition Cassette (DIC), dash info display (SID), engine sludging, and general wear and tear. Get an independent inspection before you buy and try to get the service history... both of which will ease concerns about maintainance and repairs. Getting it CPO is a good idea, I haven't needed mine yet, but it's relatively cheap peace of mind on a car like this.
In 2002 all the 9-3s were "SEs", but they made a lot of the usual SE options part of the "premium package"- including the all leather seats, auto climate control, and premium stereo. IMO $14.5k would be a really good price on a "premium" '02, but you probably have a bit of wiggle room if it isn't.
